Got rqst for approval of someone who signed up for group, but grp shows no requests pending. What gives?

I tried posting the question to Moderators Central, which I joined for that purpose, but when I clicked on Start a new thread, I got a message saying "The page you are trying to access is available only to group moderators" (showing right above the line that says "You're a member" [or Moderator Central]).
