I think he's interested, but he's busy, and he has things in his life that he has to concentrate on. Perhaps he just wants to get to know you, and take it slowly, and has to balance that with his existing commitments. Don't worry too much about it...most guys don't keep messaging a girl unless they have some interest in her. Whether it's platonic or romantic interest is impossible to say without asking the guy, but he will show you one way or the other in time.
