When did "liberating an oppressed people" become justification for war?

I hear this constantly from Repubes who defend the Iraq war...So how many other countries do you want to invade? Were Iraqis the only oppressed people out there? Did the Iraqis pay for the service they received or is this a handout...Kind of like the welfare services that you condemn...
